feel bad

What I feel bad about: I didn't stop people from releasing balloons in the air. Besides, I don't know what it's made of. I know that Mylar balloons hurt animals and is bad for the environment. But if it's made of rubber, it will biodegrade.

Unfortunately, California doesn't have a law against mylar balloon, only against electrically conductive balloon. The obvious reason for this rule is the balloons can touch powerline and cause power outage.
