Even when you're not talking or opening your mouth, the nerve activity in your throat is still working. You just have to think, but you don't need to talk. I don't know whether it's the same as having a voice in the back of your head talking, or that you're actually moving your tongue around in your mouth to form words that you don't actually say.
Could it be useful? Perhaps for those who need a bionic mouth. It's possibly a boon for off-key singers.
Could this be used in sign language too? Where you think about moving your hands, but you don't actually move it, and cause the computer to do the same thing? It's been done already, though.
