Social Security a distraction?

The comment in There is no crisis on how Bush concede that personal accounts won't save Social Security nor guarantee benefits to hard workers titillates me: Was social security a ruse to distract us from the fact that these three things have happened, Congress permits oil drilling in the Arctic, Paul Wolfowitz has been appointed to head the World Bank, and "an inhumane bankruptcy bill"?
