Social Security and the States

ResourceShelf's DocuTicker's title led me on a tangent. What if the states were each to formulate their own brands of social security?

If the federal government lowers taxes, the states can raise them to take over?

Then again, the federal government sure doesn't look like it's going to cut spending much anytime soon, even if Bush's budget plan survives the scything and blood-curdling howling of Republicans and Democrats.

Then there's the problematic and costly Social Security reforms that Bush really want, trying to guarantee that workers nearing retirement will still get the same benefits, while promising younger workers that even though they don't get guaranteed benefits, they will somehow still win out.
