Kyoto: Its promise and its potential for failure

I'm just as optimistic as he is. I know that Kyoto Protocol is a crude treaty between nations, but it is better to sign it and pass it now than to delay in hope of a better treaty. For example, I don't support clause that exempt China from following the treaty because it is a developing nation. It is NOT a developing nation anymore. Instead, it is an emerging nation. It is a nation quickly becoming a first-world country.
Also, saying that massive pollution is necessary to become industrial is a bad excuse not to use all the technologies that US and Europe have developed. So unless it is unconscionable of them to have some kind of nationalist pride to try to do things on their own.
To have signed it now helps to strengthen the environmental movement, especially in the US. A number of causes, one including the fact that the movement kept delaying its approval for a legislation to reduce pollution in hope of better laws has left it without any major piece of initiatives toward bettering the environment to call their own since 1970's Clean Water Act.
1970 is 35 years ago.
