I think it was in 1960s that marked the end of the pro-growth movement, formed by the Roosevelt Democrats, eventually resulting in the slow-growth movement of the 1970s.
Moreover, people began moving to the suburbs in larger number than before. Now, more Americans live in the suburbs than in the cities, and the cities have been struggling. Detroit was once an important city, and was reduced to gangsters' domain. So was Buffalo, but people nowadays says, "Buffalo where?"
